Got an email from state Delegate Kathy Szeliga a few days ago. She announces that HB 1278 passed and awaits the governor’s signature. This bill requires state colleges, universities and other state employers to develop biking and walking master plans on and near their campuses by 2014. This is a step in the right direction and maybe will encourage private employers and higher ed institutions to do the same in order to remain competitive. Do you think this legislation will create new work for biking/pedestrian infrastructure planners? I wonder how long it will take to go from master plan to implementation?
